剧情简介
二十一世纪末，东南沿海城市港城市，走私风甚嚣张，海关虽竭尽全力打击，但由于某些地方官员对走私和危害认识不足，把地方利益看得高于一切，所以阻力很大，收效甚微。有“缉私三剑客”之称的调查处处长严展飞，调查处情报科长王步文、情报员蒋庆林逆风而上，同走私分子展开了殊死拼搏。
